• The End of All-Powerful Presidents: The traditional figure of a president accumulating absolute executive control disappears after an initial period. Leadership transfers to a paritarian, 12-member collegiate body (six men and six women), where every global region holds equal weight and no member possesses a casting vote to break ties.
• 2030 and 2034 Transition: The regulations include safeguards to respect existing commitments for the 2030 World Championships and Saudi Arabia 2034, serving as institutional bridges toward the permanent model launching formally in 2035.
• Dismantling Elitism in Diplomatic Relations: Leadership is strictly defined as an obligation of service and strict accountability, rather than a status of privilege.
• Radical Transparency: The absolute elimination of secret voting to prevent the purchasing of influence and private lobbying.
• Protected Development Funds: Development funds will be shielded, bypassing the organisation’s operational bank accounts entirely. They will be managed by an Independent Fiduciary Distribution. WUFO’s central administration will hold no physical or discretionary access to these funds; the trustee will distribute resources directly to member associations under rigorous guidelines, completely separate from traditional external audits.
• Gender Parity: A mirror architecture featuring fully autonomous and independent Congresses and Councils for both men’s and women’s football.
• Long-Term Planning: A system of rotating geographical clusters to determine World Championship host venues decades in advance, with safeguards intended to prevent private lobbying and bribery and avoid the construction of “white elephant” stadiums.
• True Host Partnership: WUFO’s model treats host countries and local organising committees as true partners. Hosts retain 100% of ticketing revenue and control their allocated hospitality and local sponsorship rights, keeping those revenues locally under the hosting agreement. Cities remain free to organise festivals, concerts, cultural events and local commercial activities alongside the tournament, keeping them alive and vibrant, with opportunities for local businesses and communities. The model prioritises existing infrastructure and shared regional hosting, avoiding unnecessary stadium construction and spreading the opportunity to host across more countries.

Financial Control and the “Money Trail”

• Ban on Personal Commissions: Statutes strictly prohibit executives or employees from receiving personal commercial bonuses or commissions from sponsorship or broadcasting contract negotiations.
• Financial Sovereignty by Branch: Women’s football features strict financial ring-fencing. Revenue generated by the women’s branch will be reinvested exclusively within it, preventing men’s football from absorbing its income.
• 19-Line Expense Architecture: The general budget is bound to a strict control framework of 19 defined expense lines, with reference amounts and percentages serving as planning benchmarks, backed by mandatory external audits to prevent discretionary diversion of development funds.

Definitive Fan Protection (Fans First)

• Absolute Ban on Dynamic Pricing: The use of algorithms or demand-based pricing tariffs for World Championship tickets is completely vetoed. The original published price remains permanent, adjusted only for real inflation.
