Well, Jane - as a matter of fact, India has the largest English speaking population in the world - and although many practitioners choose to Indianize the use of the language, thats understandable.
If you look at the success enjoyed by Indian writers, writing in English, you'll get a feel for how comfortable some people are with the language.
I'm a bit surprised that you refer to your experience of 'editing' copies written by Indian journos.
Seems like your English needs some brushing up - do I detect a bit of a Chinese undertone to your use of words and sentences? Thats the difference with Indians - we don't need to 'translate' from another language like Chinese when we speak / read / write in English. Its very much a living language - in that we use it in our daily lives all the time...
