Hi!
The average query length is 1 page, 1 ½ if complex to explain. The usual format is 4 paragraphs. Briefly summarize your publishing credentials in the 3rd paragraph. Only phone the magazine for the section editor’s name if you can’t find it on the masthead. Don’t query directly over the phone. Check and make sure you know the magazine and what they’ve published recently. There are other factors to consider such as reading a few back copies of the publication. Study the advertisements and slant your style to the magazine’s particular readership. Be passionate about your subject. Interest the editor so he/she will keep reading and this should lead to a publishing credit (and hopefully payment) for you.
